Our Story

Lewis and Karr was founded by Brian Lewis and Bill Karr to provide off-site construction solutions to the government, private sector, and community in the US Virgin Islands.

Advanced Analytics Program Manager, Crowe, LLP, Denver, CO (2021 – 2024)

Responsible for bridging the gap between clients' requirements and the development of a tailored data warehouse and advanced analytics solution, ensuring both client satisfaction and alignment with the overall product strategy of C-Suite Executives at mid to large cap companies.

  • Managed a team of 10 to 12 individuals representing business strategy, data engineering and quality, and data analytics to deliver over $5.0M in client deliverables.

Program Senior Cost Control Manager / Task Order Manager, Stantec, Honolulu, HI (2016 – 2021)

As a deputy to the Construction manager, leads the cost control and risk management efforts for the $2.1B East Section of the Honolulu Rail Transit Program – Honolulu Authority for Rapid Transit (HART). In addition, lead the Construction Engineering and Inspection (CE&I) team responsible for oversight of the $400M City Center Utility Relocation (CCUR) contract for HART.

Selected Achievements:

  • Lead the negotiations of $364.2M in task orders for electrical, communications, drainage, sewer, water, and fuel/gas facility relocations including requirements for mobilization, insurance, bonding, maintenance of traffic, and allowances.
  • Worked with the Engineer of Record, Owner, Contractor, and 3rd Parties in a collaborative manner and secured $225.0M in savings from the total scope of work estimated at $1.0B.
  • Provided leadership in the evaluation and negotiations of $11.7M in claims.
  • Led the reduction in risk exposure by over $20.0M and the contract staying well within the project budget.

Business Program Manager, MWH Global (now part of Stantec), Doha, Qatar (2012 – 2016)

Delivered business program management expertise with a focus on financial, commercial, and risk management.

Selected Achievements:

  • Implemented a non-traditional Procurement Strategy with direct management of 3 individuals and led the involvement and participation of 100 client personnel and 25 contractors leading to the award of $750M in contracts.
  • Recruited, trained and mentored a team of 10 Contract Managers.
  • Delivered savings of 9% to 30% over previous contracting mechanisms.
  • Reduced the delivery risk of the operation and maintenance works program by over 32%.

Fractional CFO, SWS Ventures, LLC, Denver, CO (2005 – 2012)

Provided financial, commercial and risk management leadership to early-stage enterprises seeking equity capital.

Selected Achievements:

  • Secured EXIM Bank working capital lines of credit to fund the growing needs of a manufacturing company.
  • Priced and negotiated contracts representing a 250% growth in revenues over existing contracts.
  • Fast-tracked the successful completion of 2 past due audits and received an unqualified opinion on both.
  • Designed and implemented a Multi-currency, Multi-company consolidation accounting team and information system.
  • Successfully negotiated 2 acquisitions resulting in 100% growth in revenues and delivering operating profits greater than 15%.
  • Created a complex, multi-variable financial model for a $12B water infrastructure and economic development Public-private Partnership project for the Government of Jordan Ministry of Water and Irrigation.

Operations Controller/Finance Director, MWH Global (now part of Stantec), Denver, CO (1990 – 2005)

Progressively responsible positions; directed the financial affairs of various divisions ranging in size from $1.5M to $200M for an international engineering and construction management company.

Selected Achievements:

  • Provided financial leadership for a start-up construction business which grew from a start-up of $1.5M in revenues to over $150M.
  • Developed and implemented a cost accounting system acceptable to DCAA in response to multi-year, multi-million dollar government contracts resulting in successfully completing several provisional and final rate audits.
  • Designed and implemented a centralized accounting team platform of project and financial accountants saving the company over $3.0M in annual expenses.
  • Reduced the average days in receivables by over 20 days saving the company $8.5M in working capital requirements.
  • Performed multiple M&A activities including divestiture of assets as required.

Director of Project Management & Development Consultant, Medical Corp, Astad Project Management Doha, QA (2016 – 2020)

Spearhead the project management operations to develop and Manage Hamad Medical City (HMC), a sprawling healthcare complex with 13 hospitals, 1.25 million square-meters of medical facility space, and 118 medical support buildings. Initiated the project to redefine HMC’s management practices and operating policies, successfully improving HMC’s global quality rating. Lead the facilities to support operations for the entire complex, coordinating support operations, and effectively driving the continued development of the facility.

  • Catalyzed the development of new facilities by leading the planning process and identifying areas in need of improved access to medical resources.
  • Refined the project management process to include more effective communication and quality assurance measures to ensure public safety.
  • Duel hired by ASTAD for the Hamad Medical City (HMC) work and was Hired by Qatar Foundation (QF) and Qatar Gas (QG) to be an Advisor to QF on the development of Lusail City for the FIFA World Cup as well as provide Design Management Services to QF/QG for the development, design and construction.

Guided project teams for two major tower projects focusing on improving the quality of work across all aspects of both projects. Coordinated with the Ministry of Economics and Commerce to complete projects efficiently and in compliance with government regulations. Pioneered the development of an IT center for the government with high-security infrastructure requirements.

  • Successfully completed living/workspace development projects for 16 story towers and an IT center.

Designer and Project Director, Self Employed, the United States, West Indies, and Sub-Sahara Africa (2009 – 2014)

Consulted with various companies to complete architecture and construction projects. Managed every aspect of the project, including the design and construction processes. Implemented effective project management processes to ensure compliance with international regulations.

  • Competed design and development projects in East Africa, the United States, and the West Indies.
  • Coordinated with government agencies to acquire the appropriate permits on time for each project.

CEO/Managing Director, WMKA Engineering Consultancy, Dubai, UAE (2008 – 2010)

Operated a 150 staff member design firm that provided design consulting for construction and development projects. Led the design process focusing on identifying clients’ needs and determining the best functional and aesthetically pleasing designs possible.

  • Orchestrated international design projects in Abu Dhabi, Dubai, Iraq, Syria, and Pakistan.
  • Consulted on the planning of major cities, including Dubai Golf City, focusing on sustainable and durable infrastructure components.
  • Developed the Master Plan for Lusail City to be used for the upcoming Qatar offer to hold the FIFA World Cup event in 2022.

CEO, WMKA Architects LLC, St. Thomas, US Virgin Islands (1983 – 2008)

Established and managed a design and construction firm of up to 400 staff members. Grew the company through effective bidding and brand management. Consistently improved company offerings by organizing teams and empowering staff members to be creative and thorough in their work.

  • Grew the business to complete projects valued at more than $1 billion on five continents.
  • Created new city infrastructure, including banks, hospitals, airports, and city university facilities.
